EPA Approves RVSD Larkspur Landing Property for Development - Take the RVSD Survey

The environmental cleanup activities on the property located at 2000 Larkspur Landing Circle, owned by the Ross Valley Sanitary District (RVSD) have been completed, as required by the U.S. Environmental Protection Agency (EPA). On December 14, 2021, EPA approved the cleanup of the Larkspur Landing property for unrestricted land use, meaning that the property is now suitably clean for all potential land uses, with no exceptions.

BACKGROUND:

In 2005, the Larkspur City Council approved a General Plan land use designation that allows public facilities, open space, commercial, and high-density residential, and a preliminary development plan that specifically allows 126 multifamily dwelling units (25 of which are affordable); a hotel; and a District administration and maintenance facility.

Additionally, the City of Larkspur is currently considering changing the site’s land use designation to "Mixed Use I" as part of its General Plan Update, which would allow additional flexibility. Alternative uses or variations on this approval could be approved by the City.

NOTICE:

The community should be aware that recent changes to state law could potentially allow a greater number of housing units on the property than it is presently zoned for. The State Density Bonus law, alone, could add another 80 percent to the zoned 126 units, for a total of 226 units.

Under current state housing laws, the impacts of this scale of development intensity on traffic, parking, infrastructure, and schools capacity would not be allowed to be considered or mitigated. The City of Larkspur and RVSD would also be precluded from denying this intensity of development.
