Ross Valley Sanitary District Survey on development of 10 acres at Larkspur Landing
In September 2020,
the Ross Valley Sanitary District (RVSD or “the District”) completed
environmental clean-up of its 10.7-acre, former wastewater treatment
plant site at 2000 Larkspur Landing Circle (“Larkspur Landing” or “the
site”). This environmental clean-up project was initiated in Summer
2019, and the total cost of construction, engineering and permitting has
been approximately $10 million.
On December 14, 2021, the Environmental Protection Agency ("EPA") signed off on the clean-up and determined that Larkspur Landing is appropriate for any and all future land uses.
The District is now determining a path forward for a
potential surplus property disposition, a process that would result in
the sale or lease of the site for development of housing, parks and open
space, or other uses.
RVSD wants to hear what you think should be developed on the property. The SURVEY includes nine questions and may take 3 to 5 minutes to complete.
In 2005, the Larkspur
City Council approved a General Plan land use designation that allows
public facilities, open space, commercial, and high-density residential,
and a preliminary development plan that specifically allows 126
multifamily dwelling units (25 of which are affordable); a hotel; and a
District administration and maintenance facility. Additionally, the City
of Larkspur is currently considering changing the site’s land use
designation to Mixed Use I as part of its General Plan Update, which
would allow additional flexibility. Alternative uses or variations on
this approval could be approved by the City.
