The Marin IJ reports that the PRA fee was all a mistake. Mr. Given pleads ignorance of the law and the meaning of legal terms. But last time I looked public agencies have a responsibility to write ordinances and legislation legally, which means not using terms they don't understand. I am sure this was run by the County Counsel before it was presented. I've never seen an instance of an ordinance not being reviewed for compliance. So, how come it was not flagged by County Counsel?
Either way, things like this should not happen and the public should not be tasked with the County's responsibilities. What if the community had not flagged it and it became law?
To their credit, once notified, the County Supervisors voted unanimously to remove the offending fee.
