The Nov 3 session, featuring former Albany City Council member Michael Barnes, made the convincing case that RHNA is RIGGED! Cities are being set up to fail. State legislators, the state Housing and Community Development (HCD) agency, the Governor, Attorney General, and a boatload of Housing Element consultants and city attorneys would have you believe there is nothing a city or county can do but comply with inflated mandates that common sense tells you are impossible.

Others disagree with taking a victim mentality. They affirm litigation is an option, made viable by the state audit report that concluded the RHNA methodology was flawed. Attorney Pam Lee, Aleshire & Wynder, agrees.

The goal of the Catalysts Workshop four-part series is to discover if there are ten or more cities and counties to co-file a lawsuit against HCD and RHNA methodology. The series is hosted by Susan Kirsch, Catalysts for Local Control.

Workshop #2 on Nov 10 will organize local teams. Teams will identify their Board of Supervisors or City Council elected officials and assess their likelihood to entertain a lawsuit. To get the most out of the session, we recommend you attend with 2-3 members of your community.
