This is a timely column by Dan Walters. It speaks volumes about how money is wasted by the California Legislature - money needed for infrastructure and the basic running of government, including salaries. They waste it - then turn back to the taxpayers for more.

Walters points to the Gas Tax, failure of the Oroville Dam and the Los Angeles School District's use of reserves set aside to pay CalSTRS to instead pay raises for school teachers.
All of these tactics failed miserably. Proposition 6 will likely pass, ending the gas tax. The reconstruction of Oroville Dam will cost taxpayers over $1 billion and counting. The Los Angeles School District still faces higher payments to CalSTRS, which faces a huge unfunded liability for teacher pensions.
