The End of Local Land Use Authority? - The MTC/CASA Scheme
Zelda Bronstein, investigative journalist and former chair of the Berkeley Planning Commission, calls the CASA Compact "a travesty of public policy making."
CASA, clumsily known as the Committee to House the Bay Area, is the creation of the Metropolitan Transportation Commission (MTC).
In a fast-paced 25-minute video recorded at the Livable California meeting on December 8th, Bronstein uses plain English and clear examples to tell the story of how MTC is pushing its way into housing. To implement the CASA Compact will require state legislation in 2019.
MTC Executive Director Steve Heminger has publicly stated that the Compact will go to the state Legislature regardless of whether it's approved by MTC or ABAG; one of many signs of a rogue agency.
Bronstein says, "For the sake of local democracy and a truly livable Bay Area, CASA has got to be stopped." How?
