Revisiting The Truth About Plan Bay Area 2013
Plan Bay Area, originally adopted in 2013, is the Bay Area’s Sustainable Communities Strategy (SCS) mandated by Senate Bill 375. This state required Bay Area regional plan – plans for transportation, housing and land use over 25 years. It concentrates high-density, mixed-use commercial and affordable housing near transit hubs. Each jurisdiction in the Bay Area, including each Marin County jurisdiction, is mandated (with incentives and penalties) to follow Plan Bay Area.
Plan Bay Area will be updated every four years. The second version, known as Plan Bay Area Update 2017, has been in the planning stage since the beginning of 2015. The DRAFT Plan 2017 and the Plan’s DRAFT Environmental Impact Report are scheduled to be ready for review by the third quarter of 2016. The FINAL Plan Bay Area Update 2017 is expected to be approved by June of 2017.
Before the Update 2017 is cemented in stone, it is important to remember the numerous failings of Plan Bay Area 2013. Understanding what needs to be corrected is necessary in order to set appropriate objectives and achieve the best outcome for the upcoming update. Therefore, I encourage you to read the attached report entitled; “The Truth About Plan Bay Area”, which is a critical analysis of the original 2013 version of the regional plan.
**Please note that the attached report was written in June, 2013. Since then, a number of areas in Marin were removed from the Hwy 101 Corridor Priority Development Area.
