CVP Comment Letter on Mill Valley 2015-2023 Housing Element
On March 20th, CVP submitted this commentary on the Draft Housing Element (the “HE”) for 2015 - 2023 in the hope that the Mill Valley City Council will make advisable revisions, prior to its adoption.
As written, the Draft HE contains significant flaws that should be addressed in order to better serve the public’s interests, and to better conform to the intentions of our new General Plan.
This letter was not intended as criticism of the Planning Commission or City Planning staff. However, certain statements and recommendations were made during the recent Planning Commission hearings that we believe were based on incorrect interpretations of the Housing Law, and so provide an opportunity to correct those.
In addition, Mill Valley is now operating under a new General Plan that was the result of an exhaustive public process and because of this the last cycle HE is no longer relevant and the new HE must be revised in order to be consistent with the General Plan. Consistency is a requirement of State Law.
