Chair Moore and committee members,
I strongly OPPOSE SB 951.
The cities and counties of California are already forced to allow imprudent and unnecessary housing density, and SB 951 is truly a step too far. Our state has very intentionally guarded the coast against this type of development for over 50 years.
I remember celebrating when voters passed the California Coastal Conservation Act in 1972, with a lawful ballot initiative. It was further enshrined into law — for the sake of all Californians — to permanently enhance access to our public shorelines, protect our shared natural resources, and balance coastal development in the public interest.
That forward thinking has paid off. California’s coast has remained special and unique, largely a spectacular, wild wonder for all to enjoy.
SB 951 started out as a slippery slope that quickly crumbled like the coast itself. Because it began as an act specific to San Francisco, it wasn’t given the statewide coverage it deserved. The recent strikeout language is a reminder that none of these Bills have any boundaries.
SB 951 is another broad-brush measure that benefits developers to the detriment of our public interest. It is the antithesis of the stewardship Californians overwhelmingly support.
Low income and farm worker housing would be one thing. What SB 951 heralds is something else entirely.
I urge the Committee to vote NO on SB 951.

SB 951: Wiener is coming for the coast
