Challenges and Opportunities for Public Transit Post-Covid

Marin Coalition is pleased to present the GM of the Golden Gate Transit District, Denis Mulligan, and the GM of Marin Transit, Nancy Whelan, to discuss how these agencies have coped with the challenges of the Covid-19 pandemic and their perspectives on the future of public transit, nationally, regionally and locally.

Public transit systems have faced huge challenges as a result of the COVID-19 virus. The pandemic resulted in the initial loss of 80 to 90 percent of their riders. To accommodate the needs of riders without a transportation alternative, transit operators had to quickly develop strategies and invest large sums of money on innovative programs to safely accommodate these riders. Luckily, the Federal Government stepped in and provided short term funding to keep these agencies going, but the future remains uncertain.

The question now is how these agencies will continue to operate in the future. With much staff still working from home and agency revenues greatly reduced due to the pandemic, it will likely take years to recover previous ridership numbers. Will this be seen as an opportunity to reassess public transit: How it operates, who it serves, how technology can improve efficiency, and how it can attract new users? If not, how will public transit do if it continues to operate in its traditional manner? We invite you to join us for an informative and thought- provoking presentation and discussion.

Denis Mulligan - General Manager, Golden Gate Transit District

Nancy Whelan - General Manager, Marin Transit

Denis J. Mulligan is General Manager and CEO of the Golden Gate Bridge, Highway and Transportation District. He leads a complex organization of buses, ferries, and the world’s most beautiful bridge. With just under 850 employees, the District provides service to more than 50 million customers a year plus another 10 million tourists who visit the landmark Bridge annually. Prior to becoming GM in 2010, he was District Engineer, responsible for engineering and construction works of the District. Before coming to work for the District he worked for Caltrans for over 18 years. A lifelong Bay Area resident, Mr. Mulligan has a B.S. in civil engineering from the U.C. Berkeley. Mr. Mulligan is registered in California as a professional engineer in civil engineering.

Nancy Whelan has more than 30 years’ experience as staff and manager within public transportation agencies and as a consultant to public transportation agencies. Ms. Whelan is the General Manager of Marin Transit, the local transit service provider in Marin County. Prior to joining Marin Transit in 2014, she operated her own consulting firm for 15 years. In that capacity she provided financial planning and management services to transit agencies throughout California. She has held senior management positions at SFMTA (Muni) and LA Metro.
