Marin’s New Wildfire Prevention Authority & Proposed County Parcel Tax

Pat Randolph was a member of the 2017-18 Marin Civil Grand Jury and served as Foreperson for the 2018-19 Grand Jury, which produced the report Wildfire Preparedness: A New Approach. She will provide us a summary of the report and the Grand Jury’s Findings and Recommendations. Professionally, Pat was a high school teacher and a secondary- and post-secondary education administrator and manager. She ended her professional life working for 12 years at the University of California, San Francisco in several positions in both the Medical Center and the Medical School. Pat has a Bachelor of Arts Degree from Vanderbilt University and a Master of Arts Degree in Education from Gannon University.

Christie Neal, Marin County Fire Dept Battalion Chief, will speak about the Marin Wildfire Prevention Authority and its proposed Parcel Tax funding source. She will explain how the parcel tax will be assessed, how much will be raised annually, and how those funds are to be allocated. Ms. Neill started her career in 1984 as a wildland firefighter for the U.S. Forest Service. She was promoted to the National Park Service - Pacific West Regional Office where she held both the Deputy Regional Fire Mgmt Officer Fuels and Operations positions In 2014 she was hired into her current position where she is responsible for coordination and implementation of fire hazard reduction programs. She serves as board member of FIRESafe Marin and was president of that organization from 2015-17. Ms. Neill has an Associate of Science Degree in Forestry and Technical Fire Mgmt Certification from Colorado State University.

Quinn Gardner, San Rafael Fire Dept. Emergency Management Coordinator, will discuss approaches to preparing for wildfires and how cities in Marin would benefit from the funds generated from approval of a parcel tax. She is responsible for coordinating the City’s emergency management services and initiatives and hazard prevention activities. Recently she helped develop the San Rafael Wildfire Action Plan. Before coming to the City of San Rafael, she served as Emergency Management Coordinator at the University of California, Berkeley. She holds a Master of Public Affairs degree from the University of Missouri and Bachelor of Arts degree from Webster State.

Earlier this year, the Marin County Civil Grand Jury issued a report on wildfire preparedness, where it reviewed conditions in Marin that make us vulnerable to wildfire, assessed current plans to address the issue, and recommended a new approach to meet these challenges.

In response, the Marin County Fire Chiefs Association, together with City and Town Managers, agreed that additional wildfire prevention efforts are needed. That, combined with the findings from the Grand Jury Report results in the determination that the best way to develop and fund a suitable wildfire prevention program would be through the creation of a Joint Powers Authority (JPA) to be funded by a voter-approved parcel assessment. In September, the County Board of Supervisors approved the Wildfire Prevention Authority and is scheduled to place the wildfire parcel tax on the March 2020 ballot. Our November 6 luncheon will feature a discussion on this subject.
