Novato Council Members Athas, Lucan and Fryday called raising the sales tax removing a "procedural obstacle". A week later, when all the other jurisdictions said no, the abandoned ship like rats.
This was a presentation by Transportation Authority of Marin and the presentation, approved by Mayor Athas and the city manager, calls "raising the sales tax cap" a "procedural obstacle"; beyond belief mis-representation. Mayor Athas spoke forcefully to raise the sales tax cap and the typical followers, Lucan and Fryday jumped on the band wagon. This included probably the most unbelievable conversation between Fryday and the city attorney where Fryday argued endorsing lifting a sales tax cap so taxes could be raise above the limit was not "really" voting on a tax.
The vote to endorse raising the sales tax cap we approved by the city council, 3-2, of course Mayor Athas, Lucan and "ain't no tax vote" Fryday voted yes. Pat Eklund and Pam Drew, protecting citizens voted no.
In the following week every other city in Marin immediately rejected raising the sales tax cap, a critical protection of citizens.
A week latter Mayor Athas decided never mind, she was rescinding her vote as she was confused and had not understood what the vote was about. It was an "abandon the sinking ship ship didn't know everyone else would vote no move" decision by Mayor Athas. This action was completely transparent and a real glimpse of Mayor Athas decision making.
